Is it Anger or Abuse (or both)?

Anger management is about learning to manage anger that's OUT OF CONTROL.

Abusive relationships are about anger being used TO CONTROL other people.

You may think you have an anger management problem, but more often than not, people express anger as means to contol someone else's behavior, perhaps without even knowing that's what they're up to. Don't make me angry, is a good example.
